Rate a picture with 5 star. With my settings this information is written into the XMP as well as the DB. I can see the overlay 5* in the browser. Then I use Windows Explorer to copy this picture to another directory on the same machine. I then open this file/directory with ...

The "Import XMP subject or IPTC keyword to DB Categories" is checked for me as well as the "Export rating in XMP metadata". I do not see any "Import XMP metadata to DB" option.
In the browser window's Info/XMP window I can see my 3, 4 and 5 star ratings, so it's definitely stored inside the .jpg ...
