I checked and the problem is still present in version .82.

Yes, specifically the Folders tab of the Browser. It doesn't seem to be a problem in the favorites tab or in the file list.

The view pane responds to mouse wheel movements by scrolling up and down the file list of the current directory. However, if you scroll up to the top of a directory listing, to the ".." representing the enclosing directory, then scroll down no longer works.
