No, it's not working for both if I change shortcuts. With original assigned shortcuts both are working correctly.

Here what I found. When I use specific rating (colour or rating from 1 to 5) from the menu it appears on other computers. Actually I only assigned a shortcuts for the coloured options, no other changes.

Here my settings. I also tried and install on both computers new plain versions of XnView MP with no changes in the settings.
