Nope, update: it's not about ANSI/UNICODE command line

The app simply never opens a HEIC file if its name/path contains characters other than ANSI.

Open fine any jpg/png though with the same international characters! Major bug, no support of Unicode paths for HEIC files.

FYI, it was fixed 5.15.3 in https://bugreports.qt.io/browse/QTBUG-71737

No problems with other formats
