I have the same problem too. I have Intel i7-6700 3,41 GHz, 64GB ram and SSD. HEIC in Windows are very slow. Integrated Windows Photo viewer is very fast for HEIC.
XN View know preload next image, but only one. Preload next image (HEIC) is slow too.
