Resize action in mm

When selecting height in mm the calculation is wrong.
17mm should be the same as 1,7cm but the file becomes 100 times smaller if set to mm.
This happens for me also in XnConvert.
See attached images. 132 bytes vs 13kB

I couldn't find this anywhere in the forum.
