I can confirm this still is the case, even on powerful M3 Max processor.

Okay, I just verified, that the image doesn't even have to be large, it just has to be zoomed to 400% and more... (start being laggy but still usable around 250% zoom).

I can confirm the same behaviour, XnView is extremely laggy, when panning zoomed large image (actually not that large, 10MPx).
I can also confirm, that it happens only on large 4K monitor, connected to my Mac M1 laptop.
It does NOT happen on built-in retina display.
