Yes. The entire library was previously managed by Photo Supreme, which forces everything to be a subset of “categories”. (Europe, France, Paris). If I understand you correctly, you have verified that the metadata is being written to the file, but only EXiftool can see it…none of the other panels. If so, that is exactly my experience, which I think makes the fields written to the files but invisible to all but Exit Tool then unsearchable. FWIW ...
