Found a solution already, and leaving it here for the next fedora newbie to find.
Just install the flatpak through Discover, then scroll all the way down to find a button to "Configure permissions" and add a rule of: /mnt/ read/write

Hello, after installing XnView as a flatpak through Fedora's 'Discover" appstore i was unable to browse folders on my ntfs drives.
