0.84b3: Draw tool: Outline overlaps with fill

0.84 beta 3:

In draw tool, the outline and the fill overlap. This leads to a colour mix when using opacity.

To reproduce:
1. Open draw tool
2. Insert a rectangle.
3. Set fill colour to red
4. Set Outline colour to blue
5. Set opacity to 60%
-> You will see a red fill, a blue outline, but also a violet outline (mix of red and blue).

yes i know but currently i don't know how to fix it. The outline is always drawn on the shape
