AFAIK custom-thumb-order-by-drag-and-drop is only implemented in XnView MP. You should download the latest version of MP and try it out, but don't depend upon it yet since MP is still in early beta mode. Very promising new version of XnView, however.
Also, my understanding is that we are not likely to see such a capability in XnView 1.9x.
