Resizing & Saving Multi-Image TIFFs?

I am trying to resize and save multi-image TIFFs, and am surprised over how many steps are needed to do this.

Here are the necessary steps for a simple two image TIFF that I want to resize from 600 to 300 dpi:
1. Open the file (at page 1)
2. Resize Page 1
3. Save the file (with a different name)
3b. Click yes, when asked to save all pages.
4. Open the saved files (since the original file is still open)
5. Navigate to page 2
6. Resize Page 2
7. Save the file (same name)
7b. Click yes, when asked to save all pages.

Note that if I don't save the file in step 3, the resizing of page 1 is discarded.
Is this a bug?

Here is how I would have expected it to work.
1. Open the file (at page 1)
2. Resize; with an option to resize ALL pages
3. Save the file (with a different name)

XnViewMP can work on multipage TIFF with 'Batch convert'
