Xnview classic 2.48 and earlier versions, tested on x86_64 Windows 7 Pro SP1.
. First to configure Windows System Control Panel -> Language -> Time format as 12-hour time format, such as "tt hh:mm:ss".
. In image browser, to select an image and use menu Tools -> Change Timestamp...,
in "Change Timestamp" dialog, in "Use" block to select date/time from other property, with offset (promptly selecting "+" or "-").
Supposedly the time offset box of offset 0 should reads "00:00:00", but it actually reads "AM 12:00:00", which is inappropriate for the purpose.
The time offset box should show "time difference", not "time of day", regardless of PC system time format setting.
(NOTE, if to configure Windows system time format as 24-hour format, it reads as "00:00:00" as expected.)
