In a directory containing files with non-ASCII filenames, if these have descriptions, they appear properly in the explorer (so the encoding it's been correctly autodetected), but after new descriptions are added, there is mojibake (https://en.wikipedia.org/wiki/Mojibake) in the accented filenames: the new ones are stored in a different encoding than the original ones. After that, the pre-existing descriptions are not shown in the explorer after changing directories.
Take Command allows to change the default encoding to store that information, and later versions use UTF-8 by default. Maybe XNView is using Windows-1252 instead of honoring the detected encoding?
Windows 10, XNView 2.52.0
Updates of descript.ion for non-ASCII filenames create mojibake
