0.39 How to pan image?

0.39 How to pan image?
I can pan image using "pan tool" but how to pan image with out it? Right click on image do the same as left click - select region. I'm missed something?

Default in 0.39
try making it like this (for right-click Pan) - Is this what you mean?
and what do you mean by "pan tool"?

Thank you! Thats what I needed.
small window in right lower corner when viewing image, in View settings its called "Display Pan tool"and what do you mean by "pan tool"?
