Switching pages in file by UP/DOWN keys
Hello! Is there option which was in XnView - switching pages in multipage file (e.g. PSD) by pressing arrow keys:

Tools | Settings | Interface | Shortcuts...
Scroll down to 'View Mode' section. There are 'Next Page' and 'Previous Page' commands. Add the shortcuts you want. Yes, you can add the arrow keys also.

Then developers should disable and delete "Settings > General > Keyboard/Mouse > Keyboard section" to avoid duplication, rename "Settings > General > Keyboard/Mouse" to "Settings > General > Mouse" and (maybe) move them (hotkeys and mouse) in a single place.
//Bug: When I set Next/Prev file in hotkeys to Left/Right key (and they are also setted in "Settings > General > Keyboard/Mouse > Keyboard section") - they are stopped working. But Next/Prev page is working.

+1! I definitely vote to move the keyboard handing in one, centralized place and interface. The keyboard shortcuts: integrate them in the 'Shortcuts' tab under the same interface.
The mouse options: Make a new tab in Tools | Settings | Interface | Mouse...
Much easier to manage in this way!

If i remove 'Keyboard', how to set arrow keys to scroll??

IMHO you will be forced by the nature of things to give us sooner or later an orthogonal keyboard engine.
IOW any command from the program should be assigned to any keyboard shortcut without having multiple conflicting layers above for the keyboard handling.
Multiple keyboards for different use cases like View Edit etc. - yes.
Multiple layers (from which just one is editable) for the same use case - no.
