0.84b4: Draw tool: Move area of rectangles too large

XnView MP 0.84 beta4

When inserting a rectangle with large thickness (e.g. 40) and then moving the mouse pointer close to the shape, the cursor change to "Move" although the cursor is still far away from the rectangle. With thickness "1" the problem does not occur.

To reproduce:
1. Start XnView Draw tool
2. Insert a rectangle
3. Change thickness of contour to "40".
4. Move mouse pointer around.
Even though the mouse pointer is far away from the shape it changes to "Move".
