Category sets / System-Managed "Suggested"

I think it's a pretty good idea to support the user at the task
of assigning categories to items.
For that I tried the "system-managed" category set "Suggested",
as described in

However, it doesn't work...(?)

I tried this:
Choose one item that is assigned to some categories in MP.
Closed MP.
Copied the item (and gave the copy a different name).
Opened MP.
Selected the new item and assign to it some of the categories
that the original item is assigned to.
Looked at the "Suggested" category set.
I would have expected that it shows the "missing" categories.
But it doesn't.
In fact it doesn't show anything at all.

Maybe somebody can explain how this thing works?

'Suggested' category set is filled when using 'category sets', for example clicking on History or sets

I actually am using "category sets" ... see my example above.
And it does not work.

but how do you "assign to it some of the categories"?
