Linking pictures to multiple folders

I use folders to organize pictures into groups but I have some pictures that fit in multiple groups and therefore folders. I don't want multiple copies of the same picture taking up space so I was hoping there was a way to keep one picture in one folder but also link it to other folders.

I tried making shortcuts of the picture file, those are only about a kilobyte in size, but those shortcuts only seem to last a short time before my computer forgets which picture the shortcut is to and now the shortcut is confused with a completely different picture. So that doesn't work.
