video file not shown (issues appeared in 1.9.0)

To reproduce:
1. open folder with test files in Browser

test_browser_fullscreen_blank_video.zip

2. select video and press F11
OR
2. select any image and press F11
3. navigate to video file(s)
Viewer will be blank

no issue if image opened in Viewer(Viewer-Fullscreen) and navigated to video

For whatever reason it seems the problem is back

I just tried on 2 machines, Win11, MP v1.9.2 installed and also one unzipped (new ini file) and the videos either don't play at all or just a blank screen.
I'm sure it worked at least on one machine I tested the dual screen : https://newsgroup.xnview.com/viewtopic.php?t=49214

WIC codecs from Microsoft:

On today's issue it's only in a normal slideshow.
Videos are played normally in all other context (preview in browser, edit mode, fullscreen and quick slideshow). This suggest a more programatical issue than a codec.

Today I tried also to change useInternalVideoPlayer=true to false but it's the same. Both the internal and external players are able to manage videos. I can't believe the Windows codec are being part of an issue impacting only the normal slideshow.
If some codec need to be updated, this should be checked as part of the installation wizard. If needs, the user should be informed some packages will be updated as part of the process. I won't touch them.

While the root cause can be similar, today's issue is a bit different from original report, where it didn't play in full screen mode and so in quick slideshow as well as in normal slideshow (I noticed the previous deficiency on Friday 30th while I displayed a slideshow with a mix of pictures an videos for an family event).
