You would like to create a .bar and use it for all users

Exactly this is my question.

Which setting do I have to change so that the bar I created
is attempted to all user sessions.

You can copy this toolbar in the XnView user settings, and change the xnview.ini

Make settings in general once for all on a Terminalserver
