Well, why do I consistently get a different result without 'estimated quality':

Well yes, that's logical, but could there actually somehow be two Edit>Properties files??

Yes...
'Normal' and I have had this issue in multiple versions in Linux and Windows using the default installation settings...What's your configuration for Mode when starting with a file in Tools → Settings… → General → General → Startup ?

Same here. I can only reproduce the bug with a fresh install. That is not a setting I have ever used or had a reason to change, so I have almost certainly always been using the default value.
