Right, now I understand your situation.

... I see that you choose for Local machine.
That changes the behaviour of XnViewMP to move the config (and .db) files...
...from: C:\Users\<user>\AppData\Roaming\XnViewMP
... to: C:\ProgramData\XnViewMP

Local machine in this case means the All users profile, not a specific user profile. All users is in ProgramData, personal profile is C:\Users\<your account>\...

If I may advise, for Configuration use "Custom" instead of "Local machine".
It opens the other Path fields and let you decide where the.db files and your configuration files will be.
Maybe something like this (see attachment).
So you put your settings in Current user, choos custom for the .db files, click the folder icon and choose a path.
Make sure you locate your current settings files and copy them to a backup location before playing.
(I would do that anyway, the xnview.ini can contain a lot of config work that you don't want to loose).
