MP 0.20 WIN: Layout changes not saved if window maximized

I have only tried this with layout 7 so far.

MP does not remember browser splitter positions properly when closing if the MP main window is maximized.

To reproduce:

"Restore" MP
Change a splitter position
Close MP
Reopen MP
Observe that MP starts "Restored"
Observe that splitter positions are correct

"Maximize" MP
Change a splitter position
Close MP
Reopen MP
Observe that MP starts "Maximized"
Observe that splitter positions are not correct

Apparent MP is mis-calculating splitters when the main window is maximized.

You can also observe this behavior by setting the splitters in either "Restored" or "Maximized" mode, then switching to the other mode and observing what happens to the splitters.

A partial solution would be to mandate that splitters glue to an integer thumb grid. See my post here.

confirmed on layout #7 in MP linux version too.
