Unable to Change Orientation

I can't change the Orientation in the Properties window's EXIF tab. The Apply button is grayed out. I have done this in the past, but can't figure out why it's not available now.

This happens with many different files from different cameras and are not read-only.

I figured out that I can change it in the Preview Pane, but not the Properties window.

It does work in the Preview pane. Is it supposed to work in the Properites window also?
