Thumbnails build/rebuild doesn’t work (properly)

After rotating a photo and recreating thumbnail it gets smaller. And it happens every time I recreate thumbnail after rotating this photo again. I tried to remove it using metadata clearing and then recreating from Edit / Metadata / Recreate EXIF thumbnail – but nothing happens.
I googled a bit and found this: http://superuser.com/questions/220074/g ... l-for-jpeg, and then tried also with nconvert. But nothing happens as well (I suppose same method is invoked).
It would be great if rebuilding didn’t shrunk thumb. And it would be great if (re)building would work
How about defining a default size of thumbnail in settings?
