Why is "-high_res" needed for RAW?

Nikon d700
nconvert 6.17

When converting Nikon's NEF (raw) format to TIFF or JPEG, the "-high_res" option is required to get the full image size of 4284x2844. The default is 1/2 of those dimensions.

Why is that option required?
Why would NConvert choose the half size by default?

Currently a bit odd usage. Default should be full resolution and the option should be "-half_res" to force XnView to use the half resolution of Raw files and thus be more speedy.
