If you mean ratings/stars, colors and keywords/categories, yes.
You can do it by using mouse and/or shortcuts - also you have a compare window in which you can do your rating and/or coloring.
(Feel free to post here feedback, improvements & RFCs). IMHO, Compare Window is good now, but can be much better.
If you mean IPTC for the formats which supports this (ie. JPG, TIFF), yes.
If you mean to add/edit photo comments, yes.
can i search an archive by metedata?
If you mean
on-disk search on a gazillion of EXIF/IPTC tags, then yes. On-disk search is well designed, and relatively fast but, of course, slow compared with an in-DB search which will be near-to-realtime.
