0.68 JPEG unable to set 100% quality

The mod there said XnViewMP used IJG's lib to convert JPEG, I'm not sure if it's still the case.
If we're still using IJG's implementation, IJG's lib does have quality setting of 0-100, instead of 0-99:

If not, why 99? Most of other software just uses 0-100, including old XnView.(Copied from usage.txt document downloaded from http://www.ijg.org/)
-quality N[,...] Scale quantization tables to adjust image quality.
Quality is 0 (worst) to 100 (best); default is 75.
