0.78x64 (W10 x64) doesn't load the plugin Power Retouch

Conversely, (also in Windows 10x64) with MP-0.78x32 the plugin works perfectly.

I can't guarantee that the above sequence is exactly correct without reinstalling the filters to check...Make sure the installation path points to the Plug-Ins (or plugins) folder of your desired host application (ie. Photoshop).
This is the 64 bit version, so the path could for example be:
C:\Program Files\Adobe\Adobe Photoshop CC (64 Bit)\Plug-ins\Power Retouche
After installation start (or restart) the host application, and the plug-in should appear under the menu "Filter" under the sub-title "Power Retouch".

XnView can also act as a host application for Photoshop-compatible filter plug-ins (such as Power Retouch). Due to the fact that this type of plug-in usually has an 8bf filename extension, Pierre chose to name the subdirectory for Harry's Filters etc. accordingly.
For Windows users, it might be worth considering to install these filters in a subdirectory (e.g. Plugins) of the %CommonProgramFiles% folder and to point all of their host applications (incluiding XnView) to this location.
