Shear Applied To Selection Makes Black Rectangle

When I try applying the shear effect to a selection of a picture, the result is that the entire selection rectangle is filled with black. If I apply the shear effect to the entire picture (with no selection), it works fine. But it doesn't seem to work correctly when applied to a selection. Has anyone else seen this?
