0.95 Windows 10: Lepton files with unicode names cannot be opened

Subject: 0.95 : Lepton files with unicode names cannot be opened
XnView: MP 0.95- 64 bit
OS: Windows 10 64bit
.lep files with unicode names (like "あり.lep") cannot be opened.
Effect: Those files cannot be used.
To reproduce:
1. Convert a jpg to .lep using the lepton exe from
https://github.com/dropbox/lepton/releases (I believe this is the same one used to convert back by XnView)
2. Rename the resulting .lep to "あり.lep"
3. The .lep cannot be viewed anymore
Actual behaviour (bug): Cannot view the .lep. (I believe this is a problem with the compiler used to build the
https://github.com/dropbox/lepton/releases, since it cannot read any files with unicode in the path.
Not sure if this is an issue on linux, if not then maybe we can recompile the windows executable?)
Expected behaviour: Should be able to view the .lep in XnViewMP

This problem is supposed to be fixed in
XnView MP 0.96.1. Please check and confirm the bug fix here.

Oops my bad I actually was viewing a .jpg, the bug still persists for me.I noticed the lepton.exe was not updated in the plugins folder. Maybe that is why? (using the installer)

Renaming a file will work, but having to rename thousands of images, especially with not an easy way to romanize the names will take a lot of work.

I reinstalled and the issue persists still,
I am on windows 10, and created this image with the latest release from
https://github.com/dropbox/lepton/releases
Not sure what's different here

I've tried with this exe, but no problem with output file
