JPG "Save as" vs "Export" - 6x size difference

Hi,
XnView MP 1.0 64-bit, Windows 10.
I was trying to reduce the size of the attached image Original.jpg. I wanted to resize it to 50% x 50% and save it as JPG with a Quality setting of 80.
So, first I resized the image using these settings:
Then I used Save as... using the following settings for JPG: The resulting file "Test-SaveAs.jpg" was 1,151,532 bytes large, so even larger than the original.
Then I tried again, resizing the original image and this time using Export... using the following settings: The resulting file "Test-Export.jpg" is only 183,614 bytes large, so 6 times smaller than the "Test-SaveAs.jpg" which I expected to be about the same size.
Why is there such a size difference, please? Am I making a mistake in my expectations?
