Selected JPEG save quality not used

For some time already, I cant change/apply JPEG quality in the save dialog. I move the slider, press save, however actual quality does not apply. The resulting file is different from what is set. It seems that other options like sampling/optimization do apply, however.
Can you please help to reset/repair?
It used to work okay before.

Is the save option 'Use estimated quality (if possible)' enabled?
Note: I am in Linux where the interface may be different, and my interface is temporarily set to French!

Yes, it is enabled
