Selected zoom percentage will not hold

Selected zoom percentage will not hold. I want to keep my zoom percentage at 70%, but this value always returns to 100% in the next image.

Turn off "Reset 'Auto image size' setting with next/previous file" in options and turn on "Lock zoom" in a menu or a button added to the toolbar.

Doesn't it defeat the purpose of Lock zoom, and if included shouldn't the default state be unchecked?
When Lock zoom has been selected, shouldn't unchecking it in the View menu automatically restore 'Auto image size' operation?
