Duplicate gif files cannot be formatted

I found that when copying duplicate files, the original gif format cannot be changed to other formats. The changed other formats will be displayed as errors in File Explorer, but non-gif formats can be changed to other formats.
P.S. any version

i don't understand you can't change the extension of gif?

If I can directly change the duplicate files from gif to jpg, I can skip the steps of batch conversion and deletion.

if you change only extension the file is not converted

If the format cannot be converted, what is the use of setting this extension format?

Normally there is no need to change the extension, unless it can change the format, it is recommended to disable it.

for example, jpeg file can have extension .jpg, .jpeg, .jif, .JPG

If other extensions are not applicable, perhaps they should be disabled to avoid being mistaken for a convertible format?
