Blurred Frame Enhancements.

Good day, I have been trying to achieve the following effect in XnConvert for a while now.
I've tried but there doesn't seem to be a way to achieve the required elements in Xnconvert and this is the closet I can achieve.
Is there an easy way to achieve the inner padding and border around the inner image with both being based on percentages? I am not too good with the command line
