Browser/Viewer - fullscreen - filmstrip
cannot assign metadata via overlay icons

To reproduce:
1. open any image in fullscreen from Browser or Viewer
2. move cursor to the top to reveal Filmstrip bar
3. hover cursor over image to reveal overly icons and try to:
- change Tag
Tag will only appear when mouse will move out of image thumbnail (no issue in Viewer)
- change Rating, Color label
they will not be changed
