Pan/Tilt with mouse

Don't know if someone else requested it before me, but I'd like the feature in other picviewers to use your mouse to pan/tilt in a picture which is bigger than screen or when you've zoomed in so it is bigger than screensize (mouse cursor becomes a hand).
ACDSee and FastStone has got this feature.

Cause I just found out it's already built-in! When clicking rightmouse it gives the hand

You can even change it to left mouse button.
