What happened for me was as follows:
1 - I scanned an image (Epson Scan, TIFF format), cropped it in XnViewMP (which created EXIF metadata that says that XnViewMP was used), then added the ITPC data in XnViewMP.

I suspect that a simple save to JPEG format isn't multi-threaded, as my quad-core processor usage was a solid 25% throughout.
