I used ipt files in classic XnView software on saving IPTC data template from a photo:
- On one photo selected > CTRL+I
- Save template ou Load template

Saving template generates an ipt files with all IPTC data saved like dates, keywords, and so on...

Auto-completion is already active for IPTC keywords list box, isn't it?
But, sometimes, it could be better to use the drop-down list. I.e : looking for existing similar keywords.

Any way, a sorted items list is nicer (cosmetically) than all of them in disorder.

If you need some testers, I'm ready: I've a set of around 200 pictures with a bad IPTC keyword to remove. To do this manually would be tiresome and it is not conceivable.
