The issue is improved, but not resolved.
The order of the mwg face data should be:

RegionType

There is a defined standard to the structure of MWG face regions.
Roughly like this.
struct RegionInfo
{
struct AppliedToDimensions;
struct RegionList;
}
XnView is writing the AppliedToDimensions outside of the RegionInfo structure
These regions will not be processed correctly by ACDSee ...

Yes, I did put the file in the correct location as per the original post.
When I ran it the first time, the names appeared exactly as I had expected.
I then added a new face region, saved it, and exited XnView.
At that point, the tagface_history.ini file had the new name added to the ...

Thanks Franky. That did reload the catalog from all the files.
Unfortunately, the choice list for face names was not updated.
When entering a name in the Face Tag screen, it doesn't auto fill the list when typing.

I ran TagThatPhoto on 40,000+ photos and now have a .txt list of the names
of all the faces. Is there a way to provide that as input to XnView? I tried to
copy to .../appdata/roaming/xnviewmp/tagface_history.ini but that did not work.

Yes, sort by EXIF Date Taken was selected.
File 2015-0149.jpg is the only one out of order.
It was created 3/8/2015, yet it shows up before files created in January of 2015.
The list sorts correctly in Zoner Photo Studio.
I've tried resaving the date, or changing by a few seconds, with no effect.
