Scenario
Can't rebuild embedded EXIF Thumbnail for some images which do not have EXIF Thumbnail.
To re-create
1. Execute : Tool->Metadata->EXIF Thumbnail Rebuild.
2. Nothing happens. The image's modify date also doesn't change.
