This program looks promising, a seemingly full featured freeware animated GIF editor that can assemble a GIF from existing images, create one from scratch, even edit frames with brush tools. I haven't tried it yet, so I can't report on how well it lives up to it's promises.

++ Seems to work better than XNVIEW for extraction, extracts full frames, while XN extracts difference bitmaps only
++ Can create animated GIF's also
