In the Image Resize dialog, the default option for Print Size is always Inch. Can this be linked to the setting in General > General > "Use Inch for print size"?
It's just painful to have to change it again each time you re-enter the dialog in the same session.

If you use 'Last used', last settings are restored (print size too). Perhaps a checkbox to always restore last values?

The "Last use" choice in the drop-down list on the top is useful only if you run into multiple changes with same output. When resizing a single picture this doesn't work (and going to this drop-down is as painful as the other). You may also have to resize another picture during the same session, of a different size and completely different resize settings.
May I suggest to use automation and auto-adaptation ? The print-size in Inch or cm highly depends on the habits of the user, the country, the culture,... It should be saved independently of the setting on the top drop-down-list. Doing so it's automatically restored on the next use of the app.
PS: I'm not fan of adding a new option a new checkbox. Today's design is soft and clean, minimalist (being an X generation, I should admit it's even sometime too much for me ). A new user should not find the application painful and complex due to too-many options. Look simple upfront, moving complexity behind the scene. That's what Apple pretends, led to success in the past and still reputation (even if no more true or unique - my opinion)
