When switching between Browser and Viewer, the position of Rotate buttons looks very awkward.
Not only are they located in a different place, but there are substituted by similar looking Undo/Redo buttons in the Viewer.
A better approach would be to try to harmonize the position/number of buttons among groups (eg file operation, image transformation, etc.) in both modes.

- reposition groups
Viewer: mode, file operations, navigation, zoom, edit/adjustment, misc
Browser: mode, file operations, edit/metadata, misc
- add Compare in Browser

- move Print to the left

as everyone knows Ctrl+Z combination

as non-important
