I encoded it with the following settings.
This sample was able to convert 30 bytes.
In later versions, (in my case) I was able to encode with 34 bytes.

1. Extract cwebp from the latest libwebp-1.3.2-windows-x64.zip and
2. Built into the GUI.
3. Samples were compressed using the same settings as XnView MP
4. Compressed sample properties
For genuine libwebp-1.3.2,
I was able to compress it to 30 bytes without any problems.
