How can one rotate an image by any angle?

How can one rotate an image by any angle, e.g. an angle of 10° / degrees or 5° or 15° (instead only by 90°, 180°, etc.)?

In the viewer Image > Rotate > Rotate... provides a means of rotating by any angle...

Great, how can I show the menu or item "Image" in the viewer?

Open any image, double-click on a thumbnail, or use File > Open...

Ah, now I see, one has to show the menu bar first in that Viewer, that's why I didn't find it. The Viewer:

It looks as if you are in fullscreen, you would need to exit that using F11 or Escape.

In the viewer display of the toolbar requires View > Toolbar to be checked, the default setting so it should normally be displayed.
