Can't open picture or folder

i have folder which name contain this character: è
when try open picture in that folder get this error:
Warning
Error opening the file <C:\test\test.jpg>

the nema of folder isn't "test", it's "tèst"

also if i put that character in name of any picture i can't also open that picture
probably there will be same error with some other unusual characters
