How to create joints on an image?

So this program was suggested to me because I have an image I want to move around as a gif. I was looking for a program that would allow me to create joints to move sections of the image and the person who recommended it said there was a way to put points on the image to do just that. I've been exploring the XnView...but can't find what they were talking about.
